Mark Brader and I just debugged a DNS-related problem he was having in
accessing the elsie FTP server. It turns out that he was connecting
from a host whose PTR record pointed to a CNAME. This isn't allowed
(see Internet RFC 1912 section 2.1). Once his ISP corrected its DNS
entry, things started working for him.

Apparently elsie's FTP server is a stickler for proper DNS entries
from clients that are attempting to connect. This may be why you
can't connect to elsie.nci.nih.gov.

Here are two:

http://public.planetmirror.com/pub/timezone/

ftp://munnari.oz.au/pub/
ftp://munnari.oz.au/pub/oldtz/

Planetmirror tends to be more up-to-date (it has tzcode2004c now);
munnari has much more historical versions.
