FW: Time Zone: Malaysia & Singapore

Thanks for your corrections.  I boiled them down to the following
patch to the "asia" file, which I'll incorporate as part of my next
major proposed patch to the tz database.  If you find out any more
about the WWII years (or about Asia/Kuching) please let me know.
