When you ask for a "specification for the IDs", do you mean "which TZIDs are
in the Olson database?" or "what syntax is allowed for the TZIDs?"?
Either way, I'd say that the FTP site is the stable reference.
According to my records that location dates back to April 25, 1992, so it's
one of the most stable links on the planet.
