Since the tz database is incorrect for some current time stamps in
Argentina and Brazil, it's time for another update. Here's a proposed
patch to implement the following changes:
* Brazil has changed the DST start-date due to problems with its
election software, and Mato Grosso will observe DST this year.
(Thanks to Paulo Alexandre Pinto Pires and Rodrigo Severo
for this info.)
* Mendoza, Argentina is now back at -0300 (effective Sept 26).
(Thanks to Steffen Thorsen for this info.)
* San Juan, Argentina changed back to -0300 on July 25, and its
transition date to -0400 was May 31, not June 1.
(Thanks to Mariano Absatz for this info.)
The following change affects commentary only:
* Israel's Cabinet has discussed new DST rules but no decision has been
reached yet. (Thanks to Ephraim Silverberg for this info.)
