Brazil's DST update

Hi,

	I thought you should know that Brazil changed
DST rules once again. :)

	Begins at	02 Nov 2004 00:00 hours
	Ends at		20 Feb 2005 00:00 hours

	I added a sample southamerica patch line as an attachment.
I hope it is correct and useful.
