This two rules must be included in your definitions for America/Montevideo:

Rule	Uruguay	2004	only	-	Sep	19	 0:00	1:00	S
Rule	Uruguay	2005	only	-	Mar	13	 0:00	0	-

 From Sep 19 2004 to Mar 13 2005, Uruguay will be adding one hour and
changing to GMT-2.
