question about asia/baku 1992

It's going to be pretty hard to find out what reality was, exactly,
but the 1991 glitch is intentional (it reflects Azerbaijan's
independence in August 1991).  The 1992 glitch is an error.  Thanks,
Klaus, for reporting it.  Here is a patch to that; it assumes the
patches I submitted a few days ago.
