proposed tz change for Uruguay (plus tz-link update)

Here's a proposed change to the tz database to reflect the news from
Uruguay. The tz rules for Uruguay are currently incorrect for time
stamps past this Sunday.
Thanks to Steffen Thorsen for the info about Uruguay.
Also, this patch adds a link to VelaTerra's recent offer of free
licenses to tz database contributors.
