Change in local time in Uruguay

There has been a change in local time in Uruguay.

The decree (dated 10 March 2005) can be found here.

Basically it says that the summer time this year is extended until
27/3/2005, at 2:00.

We changed our local zones (on a FreeBSD box) for the file southamerica in
the following way:
