DST rules for Poland: corrections for 1946-1949 and 1988-1998

Tzdata 2005i has two minor inaccuracies in historical DST rules for
Poland:

 * 1946-1949 DST transition dates are partially incorrect, see patch
   below.

 * Poland reintroduced DST in 1977, together with European Economic
   Community, but with DST transitions 1h behind EC ones. This difference
   is incorrectly listed as being dropped only as late as in 1999, rather
   than in 1988.
