proposed tz changes for Georgia, Cuba, Azerbaijan

Here are proposed patches to the tz data. The current time stamps for
Georgia and Cuba are incorrect, so I thought I'd package up the pending
changes.
* Georgia no longer observes DST, and has switched from +03 to +04.

* Cuba is continuing its two-year experiment in year-round DST.

* Azerbaijan switches at 4:00 and 5:00, not at 1:00.

* Some commentary fixes to record the most-recent Brazilian DST decrees.
* Minor update of URLs in the tz-link web page.
