Fix for Azerbaijan daylight saving rules

Dear tz team,

I would like to report that the time of daylight saving for Azerbaijan
is incorrect in current version of tz. In the latest version of tz, both
rules become effective at 1:00am.

According to the resolution of the Cabinet of Ministers on daylight
saving in the territory of Azerbaijan:

1. Inasmuch as every year since 1997 all clocks are advanced one hour at
4am on the last Sunday of March, Azerbaijan Republic must pass to summer
time.

2. By turning clocks back an hour at 5am on the last Sunday of October,
summer time is cancelled.

March 1997.

Thus, daylight saving rule for Azerbaijan should be:
