Thanks for letting us know about that.  This takes effect October 9 so we
should get this out the door.

Here's a proposed patch to the tz database (basically, the change you
mentioned, along with some commentary).  This is in addition to the patch I
circulated on this list on September 25 for Kyrgyzstan.
