Dr. Hingston has a point. The Vanc rule is not not used after 1986, so it
would be clearer to write
Rule Vanc 1962 1986 - Oct lastSun 2:00 0 S
instead of
Rule Vanc 1962 2006 - Oct lastSun 2:00 0 S
since from 1987 the Canada rule takes over for Vancouver.
This is just one of those "cleanup" issues, it won't affect
any timezones either way.

Yes, thanks for catching those typos. Arthur, can you please apply those
fixes? Alternatively, here is a revised patch that incorporates them, and
which applies to tz-2006c.
