Some modifications of China related timezone info.

Hi,
  The attached patch is for tzdata2006d, which updates timezone info
of China, such as, adding Asia/Beijing, linking PRC to Asia/Beijing
instead of Asia/Shanghai, and some changes of timezone description.
  Nowadays, China uses only one unified timezone, which is known as
"China Beijing time", so using Asia/Beijing instead of Asia/Shanghai
is more reasonable.
