proposed tz changes for Haiti, Sri Lanka, and Canada

Here are proposed changes to the tz database that I hope finishes off
the usual March madness of DST rule changes. As I write, the tz
database is incorrect for current time stamps in Haiti (for some
months) and for Sri Lanka (for the next 8 hours or so) so it's time to
get these changes out the door.
* Haiti observes DST this year, and probably in the future.

* The Sri Lanka time zone change from +06:00 to +05:30 occurs at
April 15 00:30 local time, not at April 14 00:00. (Thanks to
Jesper Norgaard Welen for this info.)
* It seems it's safer to predict that all of Canada will adopt US DST
rules next year, than to predict, as we did, that there will be some
holdouts. (Thanks to Chris Walton for this info.)
* From 1967 through 1986, Manitoba's fall transitions were at
03:00 local time, not 02:00. (THanks to Rob Douglas and
Chris Walton for this info.)
