Thanks very much for those comments.  Here is a proposed change to the
tz database that reflects them, along with the other changes I've been
saving up.  The tz-link.htm changes are particularly big this time:
for some reason the WWW gremlins have been breaking links all over the
web in the past couple of weeks.  (The CIA moved its home page!  Wow.)

* Gaza observed DST starting April 1 this year.
* Cuba continues to observe DST through next year.
* Honduras plans to observe DST through 2009.

Commentary fixes:

* Remove obsolete reference to XHTML.
* Mention the uncertain historical status of Tomsk.  (Thanks to
  Jesper Norgaard Welen for this.)

Web page fixes:

* Add link to Wikipedia entry about the tz database (hey, we're famous!).
* Add link to gmane.org archive for mailing list.
* Add link to <http://home.tiscali.nl/~t876506/TZworld.html>.
* Remove link to expired draft-royer-ical-basic-04.txt.
* Remove link to expired draft-royer-timezone-registry.
* Remove link to expired draft-royer-calsch-xcal-03.txt.

  author now recommends against using it.

  since it is no longer maintained.
* Remove the "?lang=e" from the

* Update broken links to the CIA (the CIA's root moved).

* Update link to Canadian government time zone page.
* Update link to NPL time zone page.
* Update link to "A Timezone Option for DHCP".
* Remove old-fashioned paper references to GPS World and Metrologia;
  who uses paper any more?

* Redo RFC 2822 reference to make it a bit more compact.
* The CLDR sideways data table moved and changed format; update reference,
  and change from "Russian" to "French" since the Russian seems to have
  vanished.
