proposed changes for Honduras, Bermuda, New Brunswick, Quebec, etc.

The news from Honduras means that as of Monday morning (August 7) the
tz database is incorrect for today's time stamps in that country, so
it's time to push out a new version of the data. Here's a proposed
patch incorporating all the proposed changes since the last data
update.

Thanks to everybody who has contributed fixes and news;
the work couldn't be done without you.

Data changes affecting current or future time stamps

Honduras stopped observing DST on Monday at 00:00.
   (Thanks to Jesper Norgaard Welen.)

America/Bermuda will follow the US's lead next year.
No word yet on Bahamas, Cuba, Haiti, Mexico, and Turks and Caicos,
so we leave those alone for now.

America/Moncton will use US-style rules next year, switching at
02:00 rather than at 00:01. (Thanks to Chris Walton.)

New Zone America/Blanc-Sablon, for Canadians who observe AST
all year. (Thanks to Chris Walton.)

Data changes affecting historical time stamps

New Zone Europe/Volgograd, to reflect the fact that its area has a
unique time zone history since 1970. (Thanks to Jesper Norgaard
   Welen.)

Europe/Samara was not called "Kuybyshev" until 1935-01-27.

Corrected longitudes for America/Scoresbysund, affecting LMT before
   1916. Similarly for America/Rankin_Inlet, America/Inuvik. (Thanks
   to Andy McDonald.)

Administrative data changes

New Zone America/Atikokan, superseding the far less-populous
   America/Coral_Harbour. A backwards-compatible entry is added
for those who prefer the old name. (Thanks to Chris Walton.)

   New Zones Europe/Jersey, Europe/Guernsey, Europe/Isle_of_Man to
match the new ISO 3166 (inhabited) country codes. These are merely
links to Europe/London for now, though I suppose at some point we
could research them for pre-1970 divergences.

In zone.tab, fix latitude and longitude for
   America/Argentina/Tucuman. (Thanks to Andy McDonald.)

In zone.tab, update commentary for Canadian zones.
   (Thanks to Chris Walton.)

In zone.tab, use more-precise coordinates for some Canadian
   locations.

Commentary changes

Many comments updated for planned changes in Canada next year.
   (Thanks to Chris Walton.)

Add an official source for when Guatemalan DST is predicted to
   end this year.

Add commentary about historical time zone boundaries within China.
   (Thanks to Jesper Norgaard Welen.)

Add commentary suggesting that elements of the Australian
government now seem to prefer time zone abbreviations like "AEST".
   (Thanks to Chuck Soper.)

Clarify the statement of Mark Brader's findings on Toronto's DST in
   1971. (Thanks to Mark Brader.)

Remove commentary about this year's change in El Salvador,
   which didn't happen.

Web page changes

Revert from XHTML 1.0 to HTML 4.01. I was convinced by Ian
Hickson's article "Sending XHTML as text/html Considered Harmful"
<http://hixie.ch/advocacy/xhtml>. Maybe in a few years we can
switch back to an XML-based approach.

Oracle Database now uses the tz database.

Update link to Time Zone Registry proposal, to point at
   calconnect.org.

Add references to xmlDate, and to the Microsoft Windows Tzid table.

Update reference to the Timezone Option to DHCP.

Fix some HTML typos in tz-art.htm, and reformat some entries slightly.
Add a pointer to John Dunning's book "Two O'Clock, Eastern Wartime".

 # From Paul Eggert (2000-10-02):
 # Matthews and Vincent (1998) write that Atikokan, Pickle Lake, and
 # New Osnaburgh observe CST all year, that Big Trout Lake observes
 # CST/CDT, and that Upsala and Shebandowan observe EST/EDT, all in
 # violation of the official Ontario rules.
-# They also write that Quebec east of the -63 meridian is supposed to
-# observe AST, but residents as far east as Natashquan use EST/EDT,
-# and residents east of Natashquan use AST.
-# We probably need Zones for far east Quebec and for Atikokan,

+# Chris Walton (2006-07-06) mentioned an article by Stephanie MacLellan in the
+# 2005-07-21 Chronicle-Journal, which said:
+#
+#	The clocks in Atikokan stay set on standard time year-round.
+#	This means they spend about half the time on central time and
+#	the other half on eastern time.
+#
+#	For the most part, the system works, Mayor Dennis Brown said.
+#
+#	"The majority of businesses in Atikokan deal more with Eastern
+#	Canada, but there are some that deal with Western Canada," he
+#	said. "I don't see any changes happening here."
+#
+# Walton also writes "Supposedly Pickle Lake and Mishkeegogamang
+# [New Osnaburgh] follow the same practice."
+
+# From Garry McKinnon (2006-07-14) via Chris Walton:
+# I chatted with a member of my board who has an outstanding memory
+# and a long history in Atikokan (and in the telecom industry) and he
+# can say for certain that Atikokan has been practicing the current

+
+# From Paul Eggert (2006-07-17):
+# Shanks & Pottenger say that Atikokan has agreed with Rainy River
+# ever since standard time was introduced, but the information from
+# McKinnon sounds more authoritative. For now, assume that Atikokan
+# switched to EST immediately after WWII era daylight saving time
+# ended. This matches the old (less-populous) America/Coral_Harbour
+# entry since our cutoff date of 1970, so we can move
+# America/Coral_Harbour to the 'backward' file.
