The news from Honduras means that as of Monday morning (August 7) the
tz database is incorrect for today's time stamps in that country, so
it's time to push out a new version of the data. Here's a proposed
patch incorporating all the proposed changes since the last data
update.

Data changes affecting current or future time stamps
Honduras stopped observing DST on Monday at 00:00.

America/Bermuda will follow the US's lead next year.
No word yet on Bahamas, Cuba, Haiti, Mexico, and Turks and Caicos,
so we leave those alone for now.
America/Moncton will use US-style rules next year, switching at
02:00 rather than at 00:01. (Thanks to Chris Walton.)
New Zone America/Blanc-Sablon, for Canadians who observe AST

Data changes affecting historical time stamps
New Zone Europe/Volgograd, to reflect the fact that its area has a
unique time zone history since 1970. (Thanks to Jesper Norgaard
Welen.)
Europe/Samara was not called "Kuybyshev" until 1935-01-27.
Corrected longitudes for America/Scoresbysund, affecting LMT before
1916. Similarly for America/Rankin_Inlet, America/Inuvik. (Thanks
to Andy McDonald.)
Administrative data changes
New Zone America/Atikokan, superseding the far less-populous
America/Coral_Harbour. A backwards-compatible entry is added
for those who prefer the old name. (Thanks to Chris Walton.)
New Zones Europe/Jersey, Europe/Guernsey, Europe/Isle_of_Man to
match the new ISO 3166 (inhabited) country codes. These are merely
links to Europe/London for now, though I suppose at some point we
could research them for pre-1970 divergences.
In zone.tab, fix latitude and longitude for
America/Argentina/Tucuman. (Thanks to Andy McDonald.)
In zone.tab, update commentary for Canadian zones.

Revert from XHTML 1.0 to HTML 4.01. I was convinced by Ian
Hickson's article "Sending XHTML as text/html Considered Harmful"
<http://hixie.ch/advocacy/xhtml>. Maybe in a few years we can
switch back to an XML-based approach.
Oracle Database now uses the tz database.
Update link to Time Zone Registry proposal, to point at
calconnect.org.
Add references to xmlDate, and to the Microsoft Windows Tzid table.
Update reference to the Timezone Option to DHCP.
Fix some HTML typos in tz-art.htm, and reformat some entries slightly.
Add a pointer to John Dunning's book "Two O'Clock, Eastern Wartime".
