I realised that when I started reporting the bug to glibc directly,
and I saw it fixed in their CVS with a commit message referring to
tzdata2005r. Some googling then brought me to
http://www.twinsun.com/tz/tz-link.htm and the ML archive.

The Debian glibc maintainers seem to do that from time to time:

I'm thinking about a solution to have this happen more rapidly and
decoupled from glibc updates, and to issue updated to the stable
release, too. I've started a discussion. We'll see how this turns
out.
Do you have an "announce" mailing list where new releases are
announced, but not all the discussion?
