Upcoming Indiana time zone moves

No news from DOT this morning.
With Paul Eggert's technique in mind,
below find a revised patch to the zic manual page.
Barring new developments, on Monday I'll incorporate the manual changes
and Paul's previously circulated data changes into the ftp version.
