As far zdump is concerned Canada/Eastern = EST only when out of Daylight
Saving Time which zdump believes started Sun Apr 2 2006:

Canada/Eastern  Sun Apr  2 06:59:59 2006 UTC = Sun Apr  2 01:59:59 2006 EST
isdst=0
Canada/Eastern  Sun Apr  2 07:00:00 2006 UTC = Sun Apr  2 03:00:00 2006 EDT
isdst=1
Canada/Eastern  Sun Oct 29 05:59:59 2006 UTC = Sun Oct 29 01:59:59 2006 EDT
isdst=1
Canada/Eastern  Sun Oct 29 06:00:00 2006 UTC = Sun Oct 29 01:00:00 2006 EST
isdst=0

Isn't this info correct?
