Chinese timezones

You can find basic information about provincial boundary changes on my
"Statoids" site at http://www.statoids.com/ucn.html.  The only major changes
since 1980:  the formation of Hainan province and Chongqing municipality,
and the annexation of Hong Kong and Macau.  I'll see if I can find anything
about the Qinghai-Gansu border.
