Uzbekistan doubled lines

No, I don't think so.

Actually, looking at Shanks & Pottenger, they say that Uzbekistan last
observed DST in 1991, so it is the lines ending "1993" should go.
I'll put that in my next proposed patch.  Thanks for catching the
error.
