Iranian time DST not availale for this year !

Hi,

Following iranian goverment rule we won't any Daylight Saving rule in 
this year ( 2006-2007 ) and the times won't go backward or forward. I 
did fix the timezone file and attached it to this email. Please check 
and let me know if any correction required.
