proposed tz changes - Curacao

By the way, Curacao, a country entry in the TZ database, is not a country.
This entry should be deleted (ouch!) and should be replaced by a new entry
Netherlands Antilles.

"Area: total: 960 sq km
note: includes Bonaire, Curacao, Saba, Sint Eustatius, and Sint Maarten
(Dutch part of the island of Saint Martin)"
The second c in Curacao has a cedilla (Curaçao), but this is not valid in
POSIX 1.0.
