Thanks for the heads up.  I can't find any more-official confirmation,
but if it's good enough for the AP and NACION, it's good enough for me,
particularly since the change takes effect this weekend.

That's a reasonable guess (it's 2 hours away from our guess for
Nicaragua).  Another possibility is the last Sunday in September
at 00:00, which is what they did the last time they observed DST.
I think I'll assume that for now.
