Daylight savings time change in Western Australia

Western Australia is trialling daylight savings for the next three  
years.  They're planning to switch in on December 3 and then follow  
the same sort of rules as most of the other Australian states that  
use DST.

The attached diff should implement this, at least for the trial period.
