For anyone reading this, there is now a patch released by Microsoft. It can be
found at:

http://www.microsoft.com/australia/technet/timezone/

However they are only supporting Windows XP, Server 2003 and Windows Vista with
the patch. Previous versions may have to use another method (such as using the
tzedit.exe program found in resource kits, or registry updates such as this one,
and others found on the web)
