Corrections to latitudes/longitudes in zone.tab

Note that the zone.tab value from Shanks is not a typo: rather it is the
exact latitude and longitude that is found in
http://en.wikipedia.org/wiki/Podgorica but in decimal format, rather than
minutes-seconds etc.

Thanks for the corrections.  The wrong data came from Shanks.  The CIA
<https://www.cia.gov/cia/publications/factbook/appendix/appendix-f.html>
nearly agrees with you, except they give +4226+01916 for Podgorica.
<http://en.wikipedia.org/wiki/Podgorica> gives +422812+0191648, but that
doesn't seem quite right either.  I think I'll go with the CIA in my next
proposed patch.
