Change history for tzdata2006

The Joda-Time project has a copy of the tz data in its Subversion 
repository, and most versions for the last three years have been added 
to it. You can walk through the log to find out what changes were made, 
but there are no summaries for each change other than "updated to 
version yyyyn".
