MC: others have also reported this information, and Paul Eggert has
circulated proposed changes to the time zone database to reflect it;
those changes should appear in the ftpable version of the database this
coming Monday.

The Spanish article is clearer than the English that the change took
place at 1am summer time; i.e., midnight standard time.
