Hi,

I would like to notify you about future time changes in Brazil.
According to decree 5920[1], brazilian "summer time" will begin on Nov
5th and finish in Feb 25th/2007.

The current southamerica timezone file is outdated and must be
corrected before Oct     Sun>=15.
