Hello everyone,

Can someone please help me to understand how the zone rules are applied? 
For example, Europe/London first line states that it should be applied until
1847 Dec 1 0:00s.
The second line should be applied until 1968 Oct 27 and defines GB-Eire as
the rule set to use.
However GB-Eire starts with a 1916 rule, leaving anything from 1847 until
1916 seemingly undefined.
