Change for TZ in Uruguay

Attached is a patch for UYT recent changes ( Presidential Decree 
http://www.presidencia.gub.uy/_web/decretos/2006/09/CM%20210_08%2006%202006_00001.PDF 
  )

The government changed the local time, every year from the first Sunday 
in October 02:00 local time until the second Sunday in March 02:00 local 
time, the official time will be GMT-2.

The patch is against tzdata2006k.
