proposed tz data changes for Syria, Uruguay

Here's the proposed changes to the tz data for today's heads-ups
(is that the right word?).  Thanks to Stephen Colebourne and
Eduardo Cota for these changes.  The Syria change takes effect
Thursday, so I thought I'd send these out now.
