Anyway, quick and dirty:

ARTÍCULO 3°: El período estival correspondiente al año 2007/2008, se
iniciará a la CERO (0) HORA del día domingo 30 de diciembre de 2007 y se
extenderá hasta la CERO (0) HORA del día domingo 16 de marzo de 2008.

Translation: The summer period corresponding to year 2007/2008, will
start a ZERO (0) HOUR on Sunday, December 30th, 2007 and will extend
until ZERO (0) HOUR on Sunday, March 16th, 2008.

We use a 24 hour clock here, and zero hour means 0:00, that is the
midnight where the day STARTS rather than ends, so the change starts at
midnight between Saturday 29th and Sunday 30th.
