Is a change really needed here?  Here is the current tz end rule:

# Rule  NAME    FROM    TO      TYPE    IN      ON      AT      SAVE    LETTER/S
Rule    Jordan  2006    max     -       Oct     lastFri 0:00s   0       -

This says that DST ends the last Friday in October at 00:00 standard
time, which is equivalent to 01:00 local time.  So it appears that the
current tz database entry already agrees with that newspaper article.
