Subject: Addition to tz compiler list

I've created a tz-database converter called tziCal which takes the tz
database files and compiles them into a single iCalendar (.ics) file
that is compliant with RFC 2445.  This program is similar to VZIC,
except it is built with the .NET Framework 2.0, and has a pre-built tool
for compiling these files.

I just wanted to let everyone know another tool existed.
