Sorry for making trouble.
Parliament of Mongolia has just changed the daylight-saving rule in
February.
They decided not to adopt daylight-saving time.
Could you please make appropriate changes to asia zone file?

Following lines:

Rule    Mongol  2001    max     -       Sep     lastSat 2:00    0

Rule    Mongol  2002    max     -       Mar     lastSat 2:00    1:00
S

could be changed to:

Rule    Mongol  2001    2006     -       Sep     lastSat 2:00    0
-
Rule    Mongol  2002    2006     -       Mar     lastSat 2:00    1:00
S
