FTR, it was never announced for December 31st., it was scheduled for the
beggining of the school year but it was delayed since most international
instances such as BIPM weren't properly aware of the change.

Gacetas are promptly (24 to 48 hours) put online by Procuraduría General
de la República [1], here [2] you can see the official adoption of the
new time zone for Venezuela (first page, right side)

BTW, this announcement modifies the current metrology law in Venezuela.
