Thanks for the citation. That "24 hours" worries me a bit; it's not
clear to me whether it means midnight at the start or at the end of
the day. Just to double check, are the current transitions OK? They
are published in the tz database now.

Here, "00:00" means midnight at the start of the day. The dates are
Gregorian.
