according to tzdata2007h the end of DST for Cuba is at the first Sunday
in November:

Rule	Cuba	2007	max	-	Mar	Sun>=8	0:00s	1:00
D
Rule	Cuba	2007	max	-	Nov	Sun>=1	0:00s	0
S

But some airlines use 2007-08-28 for the end of DST. So what is correct?
