I found confirmation on this in this gov.sy-article (Arabic):

which using Google's translate tools says:
Council of Ministers also approved the commencement of work on 
identifying the winter time as of Friday, 2/11/2007 where the 60th 
minute delay at midnight Thursday 1/11/2007.
