It's not official yet. It was announced by a goverment officer who was
not the one who proposed it, and it was confirmed by the president on
his weekly TV show -- but no official announcement yet. Maybe on
Official Gazette 38770?

zic fails to compile this rule. The working rule is:

Zone    America/Caracas -4:27:44 -      LMT     1890
                        -4:27:40 -      CMT     1912 Feb 12
                        -4:30   -       VET     1965
                        -4:00   -       VET     2007 Sep 24
                        -4:30   -       VET

Also note that the new timezone doesn't have a name yet. The current
timezone is named Hora Legal de Venezuela, not Venezuela Time. It is, of
course, expected that the new timezone will be named HLV also -- but who
really knows? (sigh)
