Hello, i'm not quite sure i understand the tzdata file format. I would
like to add a rule to reflect this change, so would something like this

Historically the change from UTC -4:30 to UTC -4 was in January 1964
(not 1965), skipping the very first 30 minutes of that year; how would a
rule reflect this?

This will end on Sep 23. From September 24 2007 when we are going back
to UTC -4:30.
