Thanks for the heads-up.  That URL does not work for me because
there's no such domain in DNS.  But I found a similar notice here:

I'll try to put out a proposed change set soon.  I wish Venezuela
would make up its mind when it's going to change!  But for now I guess
we can assume it changes on September 23 at 00:00 (not the 24:00
earlier announced).
