Venezuela time zone change postponed to end of year

A more-recent story has Venezuela changing "at midnight of December
31, or the following morning", which is a bit vague, but sounds like
the switch is currently planned for at 2008-01-01 00:00 local time.

Reuters reported that the change will occur "in January".  It also
reported that when Chavez first made the announcement, he told
Venezuelans to move their clocks forward, even though that would have
put them at -03:30 rather than the desired -04:30.  No wonder
everybody was confused.
