TZ patches via email vs. non-ASCII encoding

As a solution to the problem of faithfully getting patches through email
(with non-ASCII encoding, long lines, and other issues), may I suggest using
an svn repository with online anonymous read-only access, and just sending a
summary to the mailing list and a link to the online diffs?
