  The ACT Chamber of Commerce expects some inconvenience for businesses this
morning as the fallout from daylight saving computer errors continues.

  A programing glitch resulted in computers and mobile phones across Australia's
south eastern states changing over from daylight saving to standard time, a week
too early.

So they changed it in reality, but the legislation had not caught up with it.
