Dear Mr. Arthur: 
I do not know if this bug is associated with tzdata data files but I think yes. 
I am an user of Google Calendar / Ubuntu 8.04. When I fixed the time zone to America/ La_Paz everything works perfectly, but when I fixed it to America/ Caracas, Google Calendar shows the wrong date (one date ahead). The rest of the functions associated with the date on my computers work perfectly.
